Registration that is already public
Emirates Drug Establishment states a 45 working day service for marketing approval of healthcare products, including food supplements in the published scope. The same service page states AED 5,000 for registration plus AED 100 for the application, and approval valid for five years from committee approval. Marketing rights holders and manufacturers must be registered with EDE before product registration. Federal Decree-Law No. 38 of 2024 requires EDE marketing approval before in scope medical products are circulated in the State, with the exceptions the law lists.
Dubai Municipality Montaji covers consumer products, including a Health Supplements group. The consumer product ecommerce guideline DM-HSD-GU18-ECOM2 lists artwork, a conformity certificate or ingredient report, a test report from a laboratory approved by Dubai Municipality, and other documents where needed such as a Halal certificate.
GSO 9:2022 makes the Arabic text official when languages conflict on prepackaged foods.

Import and wholesale
Someone local has to own the customs file. That can be your distributor. Read importer of record and how distribution works.
